Regulation on Tariffs and Fees of the Central Securities Depository's Code of Rules in new edition will become effective from January 05, 2020

The Regulation on Tariffs and Fees (the Regulation) in new edition, approved by the decision of the Board of Directors of Central Securities Depository JSC (the Central Securities Depository), the absent voting of which was held on December 19, 2019, will become effective from January 05, 2020.

The Regulation has been approved due to change of the conditions and procedure of accrual of the tariffs and fees, charged by the Central Securities Depository when execution of its activity in accordance with the Central Securities Depository’s Code of Rules (the Code of Rules).

The Regulation includes the following changes:

Activity on maintenance of Securities Holders Register:

– the tariff rate for subscription for maintenance of Securities Holders Register was optimized;

– the tariff’s calculation procedure for registration of the transactions (operations) with the instruments (the tariff doesn’t depend on the transaction volume) was changed;

– the minimum tariff for registration of the transaction when submitting the order for its registration with the use of a user account was determined in comparison with the tariffs when submitting the order for registration of the transaction with the use of other method than the submitting with the use of the user account;

– the tariff for issue of the reporting documents of standard form when receiving it with the use of the user account was cancelled;

– the tariff for registration of the instruments’ primary placement for the issuer was cancelled;

– the tariff for opening of the individual account for the individuals was cancelled.

The depository activity:

– the tariff for maintenance of the sub-account was decreased;

– the tariff rate for maintenance of the sub-account was optimized;

– the tariffs for the instruments’ storage, issued in accordance with the legislation of the countries other than the Republic of Kazakhstan, are referred to the Central Securities Depository’s fees in the foreign depositories;

– the tariffs for registration of the transactions (operations) with the instruments were implemented for the individuals;

– the tariffs for registration of the transactions (operations) with the instruments without money transfer were cancelled for the legal entities.

Allocation of the International Identification Numbers:

– the tariff for allocation of three identification numbers (ISIN, CFI and FISN) is determined.

The following documents, included in the Code of Rules, have to be recognized as invalid from January 05, 2020:

1) the Regulation on Tariffs and Fees, approved by the decision of the Central Securities Depository’s Board of Directors (Minutes to the Meeting #5 dated July 29, 2011);

2) the Regulation on Tariffs and Fees, approved by the decision of the Board of Directors of the Integrated Securities Registrar JSC (Minutes to the Meeting #17 dated October 06, 2017);

3) the Rules on Rendering Services to Perform Functions of Tabulation Committee, approved by the decision of the Board of Directors of the Integrated Securities Registrar JSC (Minutes to the Meeting #1 dated January 31, 2017).
